Grand Jury meets in Dormont as part of investigation of Plum HS teachers

PITTSBURGH — Target 11 investigator Rick Earle has learned that a county grand jury run by the District Attorney’s Office met behind closed doors Thursday as part of an expanding investigation into Plum Senior High School teachers accused of having sex with students.

Former Plum High School ROTC instructor Scott Kolar was among those who arrived early Thursday morning to testify before the grand jury.

Earle reported that Kolar allegedly informed school officials two years ago about possible inappropriate behavior between teacher Joe Ruggeri and a female student, but Ruggeri wasn’t charged until this year.

Another Plum teacher, Dennis Swogger, also testified before the grand jury.

He allegedly overheard students talking about tweets between teacher Jason Cooper and a female student, Earle reported. Swogger reportedly informed the principal and that led to the investigation and charges against Cooper.

Earlier this week, detectives with the Allegheny County District Attorney’s Office executed a search warrant at the high school, confiscating records and files.

The grand jury is investigating whether anyone knew about the allegations against the two teachers and failed to report them in addition to whether there may be more victims.
