A Vandergrift police officer allegedly caught on video has been accused of assaulting a 14-year-old boy.
Gilpin police filed simple assault and harassment charges against William Moore last week.
The alleged incident happened in May, when the victim’s teachers noticed a scratch on the boy’s arm and called CYS.

In court paperwork, police wrote of the encounter, "The 14-year-old said once inside house, (the suspect) did continue to yell and scream at him placing his forearm against his throat and again covering his mouth with his opposite hand."
The boy told police Moore took him to a bar, where he would drink, and then drive home. He also said Moore often kept a cooler of beer in his truck.
He said he was afraid of Moore and feared for his safety when around him.
Channel 11 asked Vandergrift police about Moore’s position with the department but the mayor and police chief couldn't comment, saying it's a personnel issue, and it's under investigation.
