BEAVER CO., Pa. — The arrest of four men from Beaver County for participating in a network of drug traffickers accused of distributing 1.3 million stamped bags of heroin worth $13.5 million was announced Thursday by Attorney General Kathleen Kane.

The four alleged heroin dealers face multiple charges and have been identified as Keith Lowe, 40; Zappula Lewis, 35; Meredith Darby, 59; and Sylvester Williams, 60.
According to the release, the investigation spanned over nine months and resulted in the seizure of approximately 25,000 stamped bags of heroin, $208,000 in cash and seven firearms.
Agents said the investigation began with the heroin-trafficking of Lowe in July 2014, which revealed Lowe to be an upper-level heroin dealer.
They allege that he did not have a valid driver’s license during the course of the investigation, so he would use Williams and Darby as couriers for the drugs. Lewis allegedly acted as one of Lowe’s main distributors in Aliquippa.
Kane acknowledged that the investigation was an effort made by multiple counties, and thanked officials from Allegheny, Beaver, and Butler counties.
The investigation is ongoing and additional charges are expected, the release stated.
