Construction of public works facility to serve Beechview, Brookline neighborhoods hits another snag

PITTSBURGH — Councilman Anthony Coghill is working to address snow removal delays in neighborhoods like Beechview and Brookline, caused by the closure of a public works facility nearly a decade ago. When snowstorms hit, it often takes longer to clear the roads, creating safety concerns — especially for public safety workers and healthcare workers who need to get to their jobs.

Coghill has spent the last seven years pushing for a new facility to serve these areas. In his first term, he secured funding for the project, but it has faced several setbacks. The COVID-19 pandemic and supply chain disruptions delayed progress by several years. Additionally, construction unearthed an abandoned mine shaft, requiring further investigation by the EPA.

As the contracting company started moving dirt to get the facility built by the end of 2025, the latest delay was discovered. An old foundation that did not belong to the previous public works building was discovered, temporarily halting the work again.

“Now we are waiting to hear back from the general contractor as the assessment on what that means for the timeframe and what does that mean to the cost,” Coghill said.

He plans to hear from the contractor this week about the next steps for the project.

“We’re going to do our best to keep the roads cleared this year, and I hope by this time next year we’ll be up and running to provide better services for our constituents,” Coghill said.
