UPDATE 4:48 p.m.:

Allegheny County has released an election update for Nov. 9:

“Our Elections team today is just a skeleton staff. Work was begun to inventory and separate election materials, but we have not started any count or categorization of any provisional ballots. Our hope is to provide an estimate of the overall number by end of day tomorrow.

Election equipment began returning to the warehouse today and will continue over the next few days.

We have been advised of a letter sent by the Republic National Committee that it “intends to challenge the provisional ballots cast by voters who also cast an absentee or mail-in ballot, even if such absentee or mail-in ballot has been deemed unable to be counted under applicable law.” That process would occur during the Return Board process.

We will issue information regarding the Return Board and its expected operations by end of day tomorrow. It will be sworn in at 9 AM on Friday, November 11, 2022, at the Elections Warehouse.

Finally, if you’re no longer interested in receiving these updates, please let me know and I’ll remove you from the distribution. This information is also posted on our website as an alternative.”

UPDATE 11 a.m.:

Dr. Mehmet Oz released a statement following his concession to John Fetterman this morning:

“This morning I called John Fetterman and congratulated him. I wish him and his family all the best, both personally and as our next United States Senator. Campaigning throughout our great Commonwealth was the honor of a lifetime, and I will cherish the memories and the people I met. Pennsylvanians showed up with passion and a vision for a bright future that I found inspiring every day. I want to thank my supporters, so many of whom worked tirelessly to spread our message and support me and my family.

”We are facing big problems as a country and we need everyone to put down their partisan swords and focus on getting the job done. With bold leadership that brings people together, we can create real change. As a Doctor, I always do my best to help others heal. That’s why I ran for Senate. I hope we begin the healing process as a nation soon,” said Dr. Mehmet Oz.

UPDATE 9:48 a.m.:

Dr. Mehmet Oz called John Fetterman at 9:30 a.m. to concede the Pennsylvania Senate race, the director of communications for Fetterman tweeted.

UPDATE 6:00 a.m.:

From the Associated Press:

Control of Congress hangs in the balance as Democrats have shown surprising strength, defeating Republicans in a series of competitive races and defying expectations that high inflation and President Joe Biden’s low approval ratings would drag the party down.

In the most heartening news for the party, Democrat John Fetterman flipped a Republican-controlled Senate seat that is key to the party’s hopes of maintaining control of the chamber.

It is too early to call critical Senate seats in Wisconsin, Nevada, Georgia and Arizona which could determine the majority.

In the House, Democrats kept seats in districts from Virginia to Kansas to Rhode Island, while many districts in states like New York and California have not been called.

The poll also found that 52% of Pennsylvania voters felt that Dr. Mehmet Oz did not live in the state long enough to serve it effectively in the Senate, compared to the 42% who felt he had.

Half of Pennsylvania voters said Fetterman is in good enough health to represent the state effectively, while 47% said he is not, according to the poll.

UPDATE 8:12 p.m.:

Westmoreland County has provided an election update:

6:30pm, Westmoreland County

Lines at precincts: Hearing from many Judges of Election and Poll Watchers as well as our own technicians, we have heard of very few, if any waits, for voting in a precinct. We are aware of only one voter that called the Election Bureau regarding his/her wait time, which was indicated to be about 1hr. Most precincts report a steady stream of voters, but rarely more than 5-10 in line at any moment.

Machine and Equipment in Precincts: We have had a couple paper jams. One machine had an issue because the outlet itself was off; switching to a working outlet fixed the problem. Only one scanner had an issue, which was replaced immediately by a technician.

Paper Ballots: In the courthouse, we have had rotations of workers to keep them fresh. We have had a handful of watchers from various parties and candidates. We have had no equipment issues. The box with ballots that had potential issues was not even half full.

At 6:30pm, we were counting paper ballots from precincts beginning with S, so the paper ballot counting is nearing the end.

UPDATE 8:04 p.m.:

UPDATE 7:12 p.m.:

Allegheny County has provided its fifth election update:

“Since our last report, we’ve only received one report of an issue at a polling place where a judge of elections was apparently talking to a voter about a candidate, which was just reported to us in the last few minutes. While the judge didn’t suggest that the voter should vote for that candidate, the judge was contacted by Elections and staff were sent to the polling place to remind the judge of their responsibilities while working as the judge.

At the Elections warehouse, all approximately 155,000 that the employees began processing at 7 AM this morning have now been scanned. The opening of envelopes and extracting of ballots was complete before 3 PM when the first shift ended its day.

Another approximately 1,000 ballots were delivered midafternoon from the downtown office and are being processed. We expect to make one last mail run – if there is any at the post office – at 7:30 AM. And any ballots returned by voters following the last delivery will be brought over to the warehouse once polls are closed.

Currently, there are six authorized representatives in the warehouse: Republican Party and the campaigns of Deluzio, Fetterman, Mastriano, Oz and Schlach.”

UPDATE 3:38 p.m.:

Allegheny County has provided its fourth election update:

“There have been very few reports from the in-person polling places this afternoon. A scanner was replaced at a poll in Hampton, and some calls were made to polling places where politicking was reported.

The Elections Court has issued a cease and desist order to a group calling themselves “The Commission Security” who were going to polling places earlier today indicating they were poll security. The sheriff’s took the order to serve the individuals, but they could not be found. (The order is attached.)

At the warehouse, employees continue to extract ballots from the secrecy envelopes and are flattening those ballots for scanning. Over 130,000 ballots have been scanned so far.

This morning’s mail is being processed. It included one ballot without signature and two that were incorrectly dated. Those have been set aside and will not be counted. So far today, 60 voters have come into the Elections Division to cure their undated or incorrectly dated ballots.”

UPDATE 2:35 p.m.:

Allegheny County has provided its third election update:

“Since our last update, we have received a few reports of persons politicking. One was inside a polling place and a polling place coordinator was dispatched to address. A second report of persons politicking outside a polling place, stopping the voter to ask their name and address. They are not blocking the entrance and are more than 10′ away from the polling place. This is allowed, but voters do not need to stop or interact with the person.

At 10:30 AM, several flats of ballots were delivered that had been returned by voters through the ballot return last night and this morning. There are approximately 1350-1400 ballots in those flats. They will be entered into the SURE system as having been returned and then will start through the review process.

At the warehouse, all declaration envelopes had been opened by 10 AM. Ballots continue to work through the process, but a test deck of ballots was run at 10:30 AM and scanning of mail-in and absentee ballots began at 10:50 AM.

At 11 AM, there were eight authorized representatives in the warehouse. One representing the Republican Committee and the others from the campaigns of Davis, Fetterman, Kinkead, Kruth, Mastriano, Oz and Shaffer.”

UPDATE 11:00 a.m.:

Allegheny County has provided its second Election Day update:

“Since our last update, we have received a few reports of persons politicking. One was inside a polling place and a polling place coordinator was dispatched to address. A second report of persons politicking outside a polling place, stopping the voter to ask their name and address. They are not blocking the entrance and are more than 10′ away from the polling place. UPDATE 8:30 a.m.

Allegheny County has provided its first election update of the day:

“As is typical for election day, we have received several reports of polling places that opened late because the building was not opened for us and reports of judges not showing to work. All of those issues were resolved before 8 AM with additional workers deployed to those locations with no-shows.

We also received reports that scanners were not working at one location. When the leadmen arrived, all scanners were functional. Ballots cast during that time were secured into a locked box in the scanner and will be opened/scanned by the judge when opportunity arises, but before polls close as they are trained to do.

We also had a call regarding a polling place that “was waiting for the county to deliver materials.” Judges of elections are required to pick up materials for their polling place. In this instance, the judge did not do so. A county employee was dispatched this morning to deliver those poll bags and materials directly to the polling place.

At the Elections Warehouse, the review of the declaration envelopes is complete and employees began opening those envelopes and extracting the secrecy envelope around 8 AM.

There are currently authorized representatives for the following at the warehouse:

Mehmet Oz Campaign

John Fetterman Campaign

Doug Mastriano Campaign

Emily Kinkead Campagign

Republican Committee

UPDATE 7:00 a.m.:

Polls are now open in Pennsylvania and will remain open until 8 p.m.

If you are in line to vote when polls close, you are entitled to vote.

WHAT YOU NEED TO KNOW:

Polling Locations and Hours

On Election Day, polls in Pennsylvania will be open from 7 a.m. until 8 p.m.

If you are in line to vote when polls close, you are entitled to vote.

To find your polling location, enter your address online here.

If you have voted at your polling location before, you do not need to bring ID to vote. Only voters who are voting for the first time in their election district need to show ID, according to the Pennsylvania voter guide.

Check your voter registration status here.

Acceptable IDs for first-time voters:

  • Driver’s license
  • U.S. passport
  • Military, student, or employee ID
  • Voter registration card
  • Firearm permit
  • Current utility bill, bank statement, paycheck or government check
  • Any ID issued by the commonwealth or federal government

Note: An ID without your photo must have your address on it.

Mail-in Ballots

All mail-in ballots must be taken to ballot return sites by 8 p.m.

Click here to find the ballot return site closest to you.

KEY CHANGE: The state of Pennsylvania currently requires voters who mail in a ballot to sign and date the outer envelope. On Tuesday, the state Supreme Court ruled that any mail-in ballots with an incorrect date or no date written at all on the return envelope would not count.

On Sunday, Allegheny County released a list containing the names of people whose votes won’t count unless they come in to fix their ballot. The county has been allowing people to drop off their ballots if they could not mail it in on time.

If you would like to check the validity of your mail-in ballot, you can view the list here. To cure your no date or incorrectly dated ballots, you will need to go to the Allegheny County Elections Division office on the 3rd floor of the County Office Buildings. The hours for the office are 7 a.m. to 8 p.m. Tuesday. If a voter has made an error on their ballot, or has not received one previously applied for, the Elections Office can reissue the ballot at the counter. The concession stand space in the lobby of the County Office Building, 542 Forbes Avenue, is available for that purpose. The hours for the concession stand are 7a.m. to 8 p.m.

If you have any questions or concerns on election day you can reach out to the Election Protection hotline at: 866-OUT-VOTE. The Election Protection hotline is a nonpartisan organization.

Hotline assistance is also available in Spanish at 888-VE-Y-VOTA; in Asian languages at 888-API-VOTE; and in Arabic at 844-YALLA-US.

Emergency Absentee Ballots

If you are planning to vote in person but an emergency or unexpected situation prevents you from doing so, it is possible to request an emergency absentee ballot.

These ballots can be requested after 5 p.m. Tuesday and must be submitted no later than 8 p.m.

Click here to learn more about emergency absentee ballots.

Races to watch for

The perpetual swing state of Pennsylvania is home to two of the most closely watched races in the country this fall.

The contest to succeed term-limited Democratic Gov. Tom Wolf pits GOP state Sen. Doug Mastriano against second-term Democratic state Attorney General Josh Shapiro.

Republican U.S. Sen. Pat Toomey is retiring, and television celebrity Dr. Mehmet Oz, the Republican, is running against Wolf’s lieutenant governor, Democrat John Fetterman.

WATCH FULL DEBATE: Fetterman, Oz face off in first and only Senate debate

Congressional Races to watch:

Democrat Chris Deluzio and Republican Jeremy Shaffer are competing to fill the 17th District seat left open when Rep. Conor Lamb ran unsuccessfully for U.S. Senate. The district makes up all of Beaver County and part of Allegheny County.

Democrat Summer Lee is running against Republican candidate Mike Doyle of Plum in the 12 Congressional District, which includes part of the city, South Hills and Westmoreland County.
