PITTSBURGH — The City of Pittsburgh’s Fatal Crash Response Team recommended changes at an Oakland intersection where a woman was hit and killed earlier this month.
Officers were called to the intersection of Terrace and Darragh streets on the University of Pittsburgh’s campus just before 5:45 a.m. on Dec. 5 for someone down on the road. The victim, later identified as Jessie Maroney, was taken to UPMC Presbyterian in grave condition and later died.

An investigation indicates Maroney was crossing Darragh Street in a crosswalk when the crash happened.
The city’s Fatal Crash Response Team visited the site around the same time as the deadly crash and made the following recommendations based on the visit:
- Signal operations will be changed from flashing during overnight hours to full red, yellow, green operations 24/7
- No Turn on Red restrictions have been implemented on all four approaches (completed this week)
- A three-second Leading Pedestrian Interval at all pedestrian crossings, giving them a head start before traffic moves
