As severe storms move through the region, flooding issues were reported in several communities Tuesday and into Wednesday.

The American Red Cross Chestnut Ridge and Allegheny Mountains Chapter has closed the emergency shelter at the Historic Church of St. Peter parish office.

UPDATE 11 p.m.:

The Monongahela River at the Charleroi Locks and Dam is above flood stage.

The Army Corps of Engineers will be keeping an eye on the issue throughout the night into Thursday.

Deemston in Washington County has joined Bentleyville in declaring a State of Emergency.

UPDATE 8:15 p.m.:

The American Red Cross Chestnut Ridge and Allegheny Mountains Chapter has opened an emergency shelter in Fayette County for residents displaced by flooding. The Red Cross shelter is located at the Historic Church of St. Peter parish office (118 Church St., Brownsville, PA 15417).

During a disaster, the Red Cross provides safe shelter, food, relief supplies and comfort to those in need. Red Cross shelters are open to everyone, and all disaster assistance is free. Service animals and domesticated pets are also welcome in the shelter.

Anyone in need of Red Cross assistance should call 1-800-RED CROSS (1-800-733-2767).

UPDATE 5:19 p.m.:

Route 66 in Armstrong County between Vandergrift and Leechburg is closed due to a landslide. PennDOT said crews are evaluating the scene and developing a detour route.

UPDATE 4:21 p.m.:

Pittsburgh Department of Public Works is calling for the immediate closure of several parks and trails due to high flood waters.

  • Lower Allegheny Riverfront Park, along the 10th Street bypass.
  • North Shore Riverfront Park
  • Monongahela Wharf Bike Connector

In addition, public works is closely monitoring the South Side Riverfront Park, which remains open at this time.

The areas listed above will remain closed until flood waters return to a safe level.

“We are actively monitoring the flood water situation with special attention to low-lying areas,” said Director of the Department of Public Works Chris Hornstein. “As always, safety is our number one priority and we will be proactive in closures to minimize the risk to residents.”

UPDATE 12:38 a.m.:

Allegheny County Emergency Services put an update on flooding across the county:

While the worst of the storms are past, flooding locally from streams, creeks and backed up storm drainage will continue to increase road closures and potential flooding damages.

Area rivers continue to rise and are not expected to crest (at or near flood stage) until mid-morning Thursday. As the rivers continue to rise, the streams and creeks leading to the rivers will begin to back up and add more area flooding to low lying areas countywide. Additional road closures, flooding and landslides are expected into, at least, Friday morning.

Allegheny County Emergency Services reminds all drivers: turn around, don’t drown. Please plan and limit travel through the end of the week on area roads. Stay clear of streams, creeks and rivers as they are all flowing high and fast. Swiftwater/Flood response teams countywide continue to monitor and respond to swift water and flood emergencies.

Residents and businesses are reminded to monitor their buildings and properties for water and flooding impacts. Maintain roof drains, downspouts and storm drains to keep them flowing clear of debris and limit flooding when safely possible. Continue to monitor and maintain basement drainage pumps if you have them.

Public safety agencies including 9-1-1, emergency management and local police, fire and emergency medical agencies are working very hard 24/7 to help keep everyone safe during these weather events. Stay prepared to help prevent emergencies.

Be sure to monitor changing weather and flooding conditions, as conditions are changing rapidly. As always call 9-1-1 for all emergencies.

UPDATE 11:35 a.m.:

A school bus and a tri-axle were struck by a tree in Brady Township Tuesday morning.

It happened around 6:30 a.m. along Route 8.

The Slippery Rock School District confirmed that no students were on board the school bus at the time, but the driver and an adult bus monitor on board sustained minor injuries and were taken to a hospital.

The “Bathtub” area of westbound I-376 (Parkway East) in Pittsburgh has closed to traffic due to expected flooding this morning.

The area of westbound I-376 (Parkway East) is closed to traffic due to expected flooding until further notice. All traffic approaching this section of I-376, located between Grant Street and the Fort Pitt Bridge, will be detoured.

Posted Detour

  • From westbound I-376, traffic will take the Grant Street (Exit 71A) off-ramp
  • Turn left onto Fort Pitt Boulevard
  • Bear left onto the westbound I-376 ramp toward Fort Pitt Bridge/Airport

In addition to westbound I-376, the following ramps will close to traffic:

  • Ramp from Grant Street to westbound I-376
  • Ramp from Fifth Avenue/Boulevard of the Allies to west near Oakland
  • Access from Point State Park to eastbound I-376
  • Ramp from Stanwix Street to eastbound I-376
  • Ramp from Market Street to eastbound I-376
  • Ramp from Wood Street to eastbound I-376

The ramp carrying traffic from the Fort Duquesne Bridge on southbound I-279 to eastbound I-376, commonly referred to as the “Interstate Connector,” is also closed until further notice. Traffic will be detoured.

The Interstate Connector ramp is now closed to traffic. Traffic coming from the Fort Duquesne Bridge has to go to Parkway West outbound, loop around at Banksville and access Parkway East/Downtown from the Fort Pitt Bridge inbound,

The Elizabeth Township Police Department is experiencing intermittent phone failure. The outage affects only the non-emergency number. Residents can still reach 911, according to a social media post.

Beaver County Emergency Services is advising Franklin Township residents who live near the Connoquenessing Creek that it is still rising. Those who plan to move to higher ground should do so now, the department said.

Ohiopyle State Park is advising hikers to use extreme caution as their waterways are “running high.”

A section of Route 168 in Shippingport Borough, Beaver County is closed due to a landslide and downed tree.

Both directions are closed from Shippingport Bridge toward Hookstown, police said.

Several roads are closed in New Sewickley Township, including Brush Creek Road, Snyder Drive and Brown Road. Route 588 in Marion Township between Hastzell School and Pine Run roads is also closed.

Several roads in South Huntingdon Township are closed, including Huntingdon Road, the off-ramp of Exit 53 eastbound and Creek Road.

Duquesne Light reports eight active outages impacting 580 customers. West Penn Power reports 77 outages in Armstrong County, 86 outages in Washington County and 194 outages in Westmoreland County.

A section of University Boulevard in Moon Township is closed due to a landslide.

The southbound lanes from Hertz to Stoops Ferry Road remain closed. The northbound lanes have reopened, according to Moon police. There is no word on when it will reopen. Drivers are advised to find an alternate route.

The 10th Street Bypass (Route 2128) in the City of Pittsburgh, Allegheny County, has closed to traffic due to anticipated flooding, PennDOT announced.

It is closed between I-279 Parkway North/Fort Duquesne Bridge and Fort Duquesne Boulevard due to expected flooding. The ramps from northbound and southbound I-279 to the 10th Street Bypass are also closed.

All traffic will be detoured. Drivers should use Fort Duquesne Boulevard to detour around the closure. Motorists on I-279 should use the ramps to Fort Duquesne Boulevard.

Cecil Township has given an update on conditions in the area:

Due to recent heavy rain and the anticipation of more rain to come, PennDOT has closed Nine Eighty Road from Coleman Road to Millers Run Road. This is due to flooding in the area. Penn DOT will reopen the road when it is safe to do so. Please do not drive around the road closure signs. Officers will be monitoring the road conditions in this area throughout the evening.

UPDATE 2:10 p.m.:

The Pittsburgh Bureau of EMS has a fully staffed swift water rescue team ready for the increased flood risk.

“The state-certified 2A team is ready to protect the residents and visitors of Pittsburgh, with additional capabilities to deploy throughout the commonwealth if requested,” a Facebook post reads.

UPDATE 1 p.m.:

The Public Parking Authority of Pittsburgh is sending this notification to alert parkers that a Flood Advisory has been issued for the Ohio River. The Ohio River is forecast to surpass 18′ just prior to 8 p.m. this evening and not recede below 18′ until Saturday mid-day. As a precaution, the Mon Wharf will be closed Wednesday until further notice. The Authority recommends all patrons parked at the Wharf today remove their vehicles by 6 p.m. as a precaution.

Additional parking is available at First Avenue Garage once the Wood Allies and Third Avenue Garages reach capacity.

PennDot is now shutting down California Drive from South California Dribr to South Ridge Road in California Borough. The police and fire departments are asking drivers to avoid the areas of California Drive and Pike Run Drive for flooding over the roadway issues.

Duquesne Light Company (DLC) is encouraging customers to prepare for high winds this afternoon until late tonight. In addition to strong winds, the area could also see hail and heavy rain, resulting in flash flooding. Strong winds can damage electrical equipment and result in potential power outages.

DLC has increased staffing to ensure that any outages are responded to safely and as quickly as possible. Because of potentially hazardous conditions, some response times may be delayed during the weather event.

DLC is reminding customers to:

  • Call 911 for any emergency medical issues that could be impacted by an outage.
  • Avoid downed power lines and give ample space to lineworkers.
  • Avoid walking under or around trees that have a visible trunk or dangling limbs.
  • Check emergency supply kits to ensure that essential items like batteries and medication are within reach.
  • Charge all important electronic devices such as cell phones.
  • Check medications that require refrigeration and may be affected by a prolonged outage.
  • Have an alternate source of heating available.

Flooded roads are reported in several communities, including portions of Route 65 in Emsworth, Babcock Boulevard in Ross Township, Evergreen Avenue in Millvale and Mt. Royal Boulevard in Hampton Township.

In Shaler, Pine Creek flooded, causing police to close Willow Street.

The Burgettstown Area School District will dismiss the middle/high school at 11:30 a.m. and the elementary center at 12:30 p.m. due to heavy rains and expected flash flooding, the district announced.

UPDATE 10:08 a.m.:

The 1800 block of Montour Street, between Grace Street and Woodcrest Avenue in Coraopolis, is closed due to a landslide, according to Coraopolis police.
