Man charged after allegedly throwing rocks at passing cars outside Westmoreland County business

GREENSBURG, Pa. — “Very bizarre. Yeah we see all kind of crazy people through here, it seems ... ‚” Joe Zeoli said.

Joe Zeoli has owned A-1 Automotive Machine Shop in Greensburg for 25 years and has seen his fair share of strange incidents.

However, Monday morning was one for the books.

”I watched him, he got up on top of that and was up in the air like looking up at God ... hands going, you could tell something was wrong,” explained Zeoli.

He was watching as James Wilbur stood on the sidewalk outside of Tom’s Bar allegedly throwing rocks toward cars and even people walking by.

”The one I saw him whip out was bigger than a softball,” said Zeoli.

”We got another call where the male was throwing rocks and struck a car that was driving and throwing rocks at people that were walking on the sidewalk,” said Greensburg Police Chief Shawn Denning.

Greensburg police said when they got there, Wilbur was shouting incoherent things and laughing uncontrollably.

It was not their first encounter with Wilbur. They had just released him from the police station two hours earlier from an incident on east Pittsburgh Street.

”They found scattered garbage all around him, broken bottles on the roadway. He was laughing uncontrollably and he was telling the officers he was having a wedding celebration,” said Denning.

Wilbur was taken into custody again after the second incident.

Zeoli did not have any damage to his business, but officers estimate the dent to one of the cars will cost hundreds of dollars to fix.

”If it would’ve been timed properly, and it would’ve hit the driver’s side window, it would’ve definitely went through the window and hit the guy in the head. (It) could’ve killed him. It was a good-sized dent in the car,” said Zeoli.

Wilbur is facing several misdemeanor charges.
