2nd person charged in connection with WVU student's death

MORGANTOWN, W. Va. — A second suspect charged in connection with the death of West Virginia University student Nolan Burch turned himself into police Friday in Morgantown.

Only Channel 11 News was there when Jordon Hankins, who is another fraternity brother and the grandmaster for pledges the night Burch died in November at the Kappa Sigma fraternity house, turned himself into police.

According to the criminal complaint, Hankins is charged with hazing and conspiracy to commit hazing.

The first arrest in his death was made Wednesday. Richard Schwartz, 20, who was also one of Burch’s fraternity brothers, was charged with one count of hazing and conspiracy to commit hazing.

Channel 11 learned that Burch was taking part in Kappa Sigma's “big-little initiation” ceremony the night he died. According to police, Schwartz was Burch’s “big brother.”

Police said Schwartz provided Burch with a bottle of liquor to drink and helped carry him, unresponsive with a blood-alcohol level six times the limit, back to the fraternity house.

Police said during the “big-little initiation” ceremony, Hankins acted as the grandmaster and orchestrated blindfolding, escorting and presenting pledges to their "big brothers.”

Authorities said that when medics arrived at the fraternity house that night, they found someone performing CPR on Burch, who reportedly had a blue coloring to his face.

Burch was rushed to Ruby Memorial Hospital, where he later died.

Schwartz has already posted his $10,000 bond and is only facing the two misdemeanor charges.

Hankins also posted bond. He was ordered to stay out of the fraternity house. He's not allowed to talk to any fraternity members.

The Morgantown police chief said in his nearly 30-year career, he’s never seen a blood-alcohol level as high as six times the legal limit.
