Local woman will be arrested months after being charged with locking sister in cage

WASHINGTON CO., Pa. — A Washington County woman accused of locking her sister in a cage is wanted again.

Leona Biser, 51, did not show up for her hearing months after being charged for allegedly keeping her 53-year-old sister in a man-made cell that was in their Vestaburg home’s living room, according to court records.

In the original criminal complaint, police said they found her in a kneeling position inside the cage and that her nephew was kneeling beside her. The enclosure was made of lumber and plywood and had a gate with a latching device on the outside.

Biser was charged in January for neglect of a care-dependent person, abuse of a care-dependent person, recklessly endangering another person, unlawful restraint and false imprisonment. Seven months later, the judge in her case issued a warrant for her arrest because she didn’t show up for her hearing this month.

Once she is in custody, authorities said Biser will remain in the Washington County Jail.
