NORTH FRANKLIN TOWNSHIP, Pa. — One of the areas hardest hit by the heavy rains and flooding is in Washington County.
Channel 11 saw several cars driving through high water on West Chestnut Street in North Franklin Township near the entrance to the I-70 exit ramp.

Business owners told Channel 11 this has been happening in the area every time it rains hard.
It’s a safety issue and a township supervisor wants the issued to be resolved soon.

Township supervisor Bob Sabot told Channel 11 there's a pipe that's blocked off West Chestnut Street. It's on private property and West Chestnut Street is a state road, so he said the township is not responsible for paying for clearing the pipe.
The cost is estimated at $150,000 to clear the pipe.

There have been two meetings so far involving businesses along this stretch of busy road.
"We'll say it is in the best interest of all the businesses to get it straightened out. There is some deniability going on here as to who is responsible and that is where we're at now," Sabot said.
There will be another meeting with engineering to see what needs to be done.
