DES MOINES, Iowa — Police in Iowa are trying to learn the identity of someone who taped a bulldog inside a trash bag and abandoned him last week, authorities said.

In a Facebook post published on Dec. 13 by the Des Moines Police Department, officials said the male bulldog was found abandoned alongside the S.E. 14th Street railroad viaduct on Dec. 10. He was delivered to the City Of Des Moines Animal Services facility at approximately 4:30 p.m. CT.

The man who found the dog said the animal’s head was sticking out of the bag. The dog was unable to walk because the bag was secured with tape, authorities said.

The witness said he stopped as he drove past the area because he believed the trash bag appeared to be moving.

Staff members at the animal services facility said the dog was emaciated when he was dropped off, weighing slightly more than 23 pounds. According to police, the dog’s ears were cropped, suggesting that the bulldog had previously received veterinary care.

Des Moines police spokesperson Sgt. Paul Parizek told The Associated Press on Dec. 14 that the bulldog is slowly recovering.

“This is one of the most heartbreaking things I’ve ever seen,” one person wrote in response to the Facebook post. “What kind of a monster does this?

“I’m just glad this poor dog was found alive and is getting help.”

Officials are asking the public to contact the police department at 515-248-6052 if they recognize the dog, the Des Moines Register reported, citing a news release. Anonymous tips can also be sent to Crime Stoppers of Central Iowa.
