LIVE UPDATES: State of emergency declared in Allegheny County

PITTSBURGH — The remnants of Tropical Storm Gordon moved through the Pittsburgh area over the weekend and left several inches rain. Below you will find the latest information on flooding throughought the area.

UPDATE 10 p.m.

Patchy fog will reduce visibility in a few spots early Tuesday, before giving way to a few breaks in the clouds through the afternoon.

Scattered showers may pop up east of Pittsburgh in the ridges of Westmoreland and Fayette counties, but areas west will stay dry-allowing flood waters to continue to recede.

Temperatures will gradually rebound closer to normal, with a jump back into the 80s by Wednesday.

The focus then turns to Hurricane Florence-a powerful storm expected to make landfall along the east coast sometime Thursday.

There are still many unanswered questions surrounding the eventual track of Florence after it makes landfall-and, where the heaviest rain will fall. This storm could have an impact on our forecast this weekend, and early next week-stay tuned for the latest updates.

Pittsburgh is now above the total annual rainfall.

PennDOT announced the following roads have reopened:

  • Piney Fork Road (Route 3014) between Brownsville Road and Snowden Road in South Park Township
  • Route 48 between Marshall Drive Extension in the City of McKeesport and Cool Springs Road in the Borough of White Oak
  • Baldwin Road/Streets Run Road (Route 2046) between Ramp Street in the City of Pittsburgh and Brentwood Road in Baldwin Borough

The voluntary evacuation in Derry Township has been lifted.

UPDATE 5:15 p.m.

The flood warning has been extended through 5 a.m. Tuesday for much of southwestern Pa.

UPDATE 3:37 p.m.

The Mon Wharf will be closed again Tuesday.

Additional parking is available at the First Avenue Garage and Second Avenue Plaza lot.

UPDATE 2:57 p.m.

Stewart Road / Berryman Avenue (Route 3011) in South Park Township, along with Boyce Road (Route 3006) in South Fayette and River Road (Route 837) in Homestead have all reopened.

The emergency management director of Pitcairn has declared a state of emergency there due to a large amount of flooded areas.

UPDATE 2:02 p.m.

The Red Cross is currently operating five reception centers in four counties.

UPDATE 1:15 p.m.

The Department of Public Safety in Westmoreland County has issued a voluntary evacuation in Derry Township as a precaution.

This impacts the lower ridge dam area.

If people choose to evacuate, they should go to the high school, according to Mary Beth Eslary with Westmoreland County Public Safety.

Residents living downstream are encouraged to evacuate to Derry High School or Saint Joseph.

UPDATE 1:15 p.m. 

Allegheny County Executive Rich Fitzgerald has declared a disaster emergency for all of Allegheny County.

“Our region has seen more than six inches of rain since Saturday, and more is expected. In addition to flooding, we’re also seeing landslides, power outages, road closures and other emergency situations,” Fitzgerald said in a release. “I’ve issued this emergency declaration to ensure that Emergency Services has every tool that it may need available to it for response to assist our municipalities."

UPDATE 12:50 p.m. 

Shaler Area High School is dismissing at 1:15 p.m. because of a power outage.

Marzolf Primary School also experienced an outage, but a plan is in place to still serve lunch.

For after-school activities scheduled at the high school, contact your coach or activity sponsor for any changes.

All other schools will dismiss at the normal time.

Freeport Road in O'Hara Township has reopened.

UPDATE 11:50 a.m. 

Due to the state of emergency declared the following areas are being evacuated in Elizabeth Township due to flooding: Blythedale, Smithdale, parts of Industry, and parts of Buena Vista, Township offiicals said in an email to Channel 11.

Elizabeth Township officials have opened the Elizabeth Township Community Center for those displaced by the flooding.

The Community Center is located at 429 Duncan Station Road, McKeesport, PA 15135.

Flood warnings continue as the steady rain continues to slowly pull out of the area.

Four to eight inches of rain has fallen across much of the area since the rain started falling early Saturday morning.  Rain will become more scattered through the day, but streams, creeks, and rivers will continue to rise into Monday night as water continues to flow off of hills and higher elevations into area waterways.

The Ohio River at Pittsburgh is expected to crest at nearly 27 feet by Friday evening prompting the closure of the 10th Street Bypass and the "bathtub" section of the Parkway central.  Allow extra time for detours traveling into the city of Pittsburgh.

A landslide has forced a single-lane closure on Route 30 in East Pittsburgh, the Pennsylvania Department of Transportation said.

The eastbound single-lane closure is in place between the Electric Avenue ramp and Center Street because of the slide above the roadway.

UPDATE 10:05 p.m.

The "bathtub" portion of Interstate 376 in downtown Pittsburgh will close at 2 a.m., PennDOT announced.

The low-lying section of the westbound lanes is expected to flood Monday morning as the Monongahela River rises. All westbound traffic on the parkway will be detoured.

UPDATE 7:09 p.m.

The Connellsville Police Department issued a voluntary evacuation warning for the west side of the community near Yough Park.

"Anyone found passing the safety barriers or refusing to follow the directing of an authorized person directing traffic will be cited accordingly," the department posted on Facebook, noting that volunteer firefighters and the police auxiliary are helping residents in that area.

White Oak has issued a disaster declaration in order to allow for sanitary sewers to be pumped out, Allegheny County said.

Chestnut Street in Washington is flooded.

A tree has fallen on a house in the 600 block of Vilsack Road in Shaler, Allegheny County said. Live wires are lying in front of the home.

Boyce Road in South Fayette Township has reopened after flooding closed it for hours earlier today.

UPDATE 3:55 p.m.

Saw Mill Run in the south portions of Pittsburgh and South Hills is rising close to its banks, the city reported. The creek often overruns its banks and floods the adjacent Saw Mill Run Boulevard during periods of heavy rain.

McArdle Roadway outside the Liberty Tunnel has been closed after a tree fell and blocked the entire roadway, Allegheny County officials said.

UPDATE 2:55 p.m.

The 10th Street Bypass is now closed because of flooding.

Armstrong, Butler and Indiana counties are now also under a Flood Warning.

A Flood Warning has been issued for Allegheny and Washington counties until 7:45 p.m.

Heavy rainfall is expected at times from Sunday into Monday.

As much as 3 to 5 inches may fall.

Sunday's high temperatures will be in the 60s, with gusty winds.

The National Weather Service said the heavy rain will cause rivers to rise into minor and moderate flood stages on Monday and Tuesday.
